The National Association of Insurance Commissioners (NAIC) replaced fragmented legacy library systems with Soutron Discovery. This cloud-based migration consolidated multi-platform searches into a single portal, increasing the visibility and retrieval speed of digitised historical insurance proceedings for internal staff and external members.
Created in 1871, The National Association of Insurance Commissioners (NAIC) is the U.S. standardsetting and regulatory support organization created and governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories.
Through NAIC, state insurance regulators establish standards and best practices, conduct peer review and coordinate their regulatory oversight. NAIC represents the collective views of state regulators domestically and internationally.
NAIC members, together with the central resources of the NAIC, form the national system of state-based insurance regulation in the U.S.

To make multiple collections, including an important digitized archival “Proceedings” collection, searchable, NAIC’s small team worked tirelessly to continually explain to their patrons how to use key resources from multiple access points.
To summarize, NAIC and its members found themselves having to use a variety of tools to find the right content. A confusing and clunky process which had to go.

Consolidated Multi-Platform Searching: The project successfully unified multiple disparate data collections into a single, cloud-based Soutron Discovery portal, eliminating the need for users to search across separate, fragmented legacy systems.
Increased Visibility of Historical Archives: Digitised core historical assets, including the “Proceedings” volumes, are now fully indexed and searchable, significantly driving up the engagement, use and discoverability of these valuable regulatory records.

Optimised System Administration: Transitioning to a secure, cloud-hosted library management system reduced the technical burden on the NAIC team, streamlining backend content management and data governance workflows.

Soutron Global proposed a phased multi-year implementation plan to work within NAIC’s budget. Moving forward, NAIC plans to use Discovery to make more information resources available to its membership as budget and resources provide.
